According to the operational system of the PMPML, its management is divided into the following departments:
- Transport Management
- Service Management
- Finance Management
- Maintenance Management
- Civil Works Management
These departments are managed by efficient officers. Let us try to understand the functions of these departments.
Municipal Corporation:
PMPML is an incorporated service of the Municipal Corporation, in that sense it is the Corporation's "baby", and the Corporation acts as a parent body. Sanctioning the PMPML budget prepared by the Transport Committee is the primary function of the Municipal Corporation. Any kind of incidental, out-of-budget but necessary expenditure has to be approved by the Municipal Corporation. Capital expenditure like purchase of buses, machinery, construction of offices, depots needs to be sanctioned by the Municipal Corporation. Capital Expenditure is included in the PMPML budget. As per the legal provision, the Municipal Corporation decides the fares of the buses. Besides this, the Corporation also has the right to appoint capable officers in the Management of PMPML. As a parent body, the Municipal Corporation exercises a generalized kind of control in the management of PMPML; the Transport Committee has the primary control.
Transport Committee:
The structure of the Transport Committee is in accordance with the provisions in the Bombay Provincial Municipal Corporations Act, 1949. The number of members is as specified in the Act. The members to this committee are primarily elected from the members of the Municipal Corporation. The President of the Standing Committee of the Municipal Corporation is the ex-officio member of the Transport Committee. All other issues like jurisdiction of the committee, its powers, tenure of its members, President's election, meetings, minutes of the meetings, agenda, resolutions etc. are carried out as per the provisions of the BPMC Act.
The Transport Committee takes the policy level decisions for the PMPML. To prepare the budget and present it to the Municipal Corporation for approval is the responsibility of the Transport Committee. The Committee takes all the decisions related to the functioning of the PMPML like appointing the necessary staff, their salaries and related decisions, purchase-sale involving capital expenditure, approving introduction, termination or alteration of routes, etc.
General Manager:
The General Manager has the overall responsibility of managing the PMPML. According to the BPMC Act, the General Manager is appointed by the Government. He belongs to the cadre of officers from the Indian Administrative Services. He is directly responsible for the day-to-day functioning of the PMPML and takes all the necessary decisions.
Preparing and presenting the PMPML budget to the Transport Committee, attending and participating in the meetings of the Transport Committee, implementing the policy decisions made by the Transport Committee through the officers are the primary functions of the General Manager. To make the management of the PMPML as public-oriented as possible is the responsibility of the General Manager. All the officers in the various departments of PMPML are accountable to him and carry out their duties according to the instructions, orders from the General Manager.
To ensure the efficient management of the PMPML, four chief officers have been appointed under the General Manager:
- Transport Manager
- Service Manager
- Chief Engineer
- Civil Engineer.
Transport Manager:
Bus Transport is the primary function of the PMPML. Responsibility of controlling the bus transport has been assigned to the Transport Manager. Reviewing the existing routes, altering them if necessary, attending to the demands and suggestions of the passengers, surveying and planning new routes, management of the main bus stations and depots, assigning tasks to the staff working at the depots, bus-stations and buses and deciding their work-schedules are the responsibilities of the Transport Manager.
The Heads of all the depots and main bus stations, transport planning and execution officers, transport supervisory staff are accountable to the Transport Manager. To preserve lost property of the passengers, ensure their return after ascertaining the identity of the claimant, to attend to PMPML accidents, take measures for preventing accidents, conduct departmental enquiries of staff are the tasks which fall under the purview of the Transport Manager's office.
Personel Manager:
The Personel Manager has primarily administrative responsibilities. Matters such as appointments, salaries, allowances, promotions, retirements of staff are taken care of by the Service Manager's office. Responsibilities also include maintaining service records of staff members, attending to their demands, conducting staff training, etc.
The Accounts department of the PMPML also reports to the Service Manager. Day-to-day accounts, financial transactions, profit-loss statements, trial balance sheets are tasks of the accounts department. Legal matters also fall under the purview of this department. Court matters, lawsuits, legal advice and action are looked after by the law department.
The security department of the PMPML is also part of this office. Matters related to security are looked into by the security department. Similarly, Sanitation and Public Relations are also included in the responsibilities of this office.
Administrative Officer, Human Resource Officer, Public Relations Officer, Law Officer, Security Officer, Accounts Officer, Sanitation Officer are all accountable to the Service Manager.
Chief Engineer
Efficient use of the bus-vehicles, repairs and maintenance, implementing the regulations in the Pollution laws and Motor Transport Act are the chief responsibilities of the Chief Engineer. Overall maintenance and upkeep of the buses is his primary responsibility. He controls the Central Workshop as well as the repairs and maintenance sections of all the depots and main bus stations. To see that there is an adequate supply of tools and implements necessary for repairs and maintenance, spare parts, tyres, fuel and related incidental items and monitor their optimum usage, keep a record of fuel efficiency of the buses, their comparative studies, take measures for maximum fuel efficiency of the vehicles, make an "age-wise analysis" of the vehicles, get the vehicles passed through the RTO department are the tasks that fall under the purview of the Chief Engineer.
Staff in the Central Workshop, Maintenance Heads and other staff in all the depots and main bus stations, technicians and technical staff, Store manager are all accountable to the Chief Engineer.
Civil Engineer
The responsibility of maintenance and repairs of all PMPML buildings, commercial complexes, main bus stations, main depots, staff colonies, bus-stops lies with the Civil Engineer. The Head Office Building and Central Workshop at Swargate, Commercial Complexes at Swargate, Hadapsar and Deccan Gymkhana, six main depots and 18 main bus stations are all looked after and maintained by the Civil Engineer's office.
Building sheds for bus-stops, their repairs, erecting temporary bus-stops during festivals, fairs, etc. (for example, during the Ganesh festival or the Chatushrungi fair such temporary bus stops are erected), all such matters fall under the purview of the Civil Engineer. Electrification, Sanitation are also part of this office.
The main functions of the PMPML are thus divided and carried out. The total staff of PMPML is nearly six and half thousand. Out of these, around one thousand work in the offices. The remaining five and half thousand are drivers-conductors-workers. It is their collective effort that keeps the PMPML incessantly "running". |
